Press Trust of India, Sports Minister Robert Romeo did not say what the minimum number of children should be.
The announcement comes at a time when some Indian states are pursuing population control policies.
The Sports Minister said that he would give five thousand rupees. In the Izawa East-2 constituency, every man or woman with 100,000 children will have the most.
Robert Romeoia also said that "the winner will be given a certificate and a trophy."
The award will be paid by a construction consultancy firm owned by the Sports Minister's son.
"The decline in the Mizo population and the rate of infertility are alarming," he added.
He added, "Population growth is needed for development in many parts of Mizoram. The low population is a concern and an obstacle to the survival of small parties and tribes like the Mizo."

The state of Mizoram is inhabited by several Mizo tribes.
According to the Sports Minister, "Some churches and organizations, such as the Young Mizo Association, are encouraging policies to promote population growth."
According to the 2011 census, Mizoram had a total population of 1,091,014 and an area of approximately 21,087 sq km.
Mizoram has a total population of 52 sq km and is the least populous state in India after Arunachal Pradesh. India has an average of 382 people per square kilometer
